BYLAW NUMBER FOURTEEN:                   DUES AND FEES.

 

Section 1:  This Bylaw concerns fees and dues payable to the ORSSAR.  Chapters shall determine their own schedules of fees and dues.  Chapter officers are responsible for collection of all chapter, ORSSAR, and NSSAR fees and dues.  All NSSAR fees and dues set forth in this Bylaw are effective as of July 1, 2004, and they may be changed by the NSSAR at any time.  Changes in fees and dues made by the NSSAR between publication dates of these Bylaws shall rule in cases of conflict with these Bylaws.

NOTES:

(1) Rules for Group Rates:

a. Each application in the group is complete within itself.

b. All applications must be submitted together in a group.

c. All applications must have a common lineage to the same Revolutionary War ancestor.

d. The full “New Member” fees must be paid by the one lead applicant in the group.

 

e. All other applicants in the group shall then pay only 50 percent of both the NSSAR and ORSSAR Application fees ($17.50 and $5.00 respectively).  All other fees required of an applicant remain as provided elsewhere in this Bylaw.

 

(2) Applicant must present a non-expired CAR Transfer Card with a properly completed NSSAR Membership Application, and must be elected to membership in the ORSSAR.

 

 (3) The relative (son, grandson, brother, nephew, or grandnephew) upon whose membership the application is based is, or was at the time of his/her death, a member of the SR, SAR, or DAR in good standing.

 

Section 3:  The Supplemental Application fee shall be 45 dollars ($40 for the NSSAR, and $5 for the ORSSAR) payable to the Treasurer, ORSSAR.

 

Section 4:  Chapter officers shall collect ORSSAR and NSSAR annual dues and forward them by check or money order payable to the Treasurer, ORSSAR, with their “Chapter Annual Report” as required by Section 6b of Bylaw Two above.

 

a) Annual NSSAR dues are 25 dollars per calendar year.

 

b) Annual ORSSAR dues shall be six dollars per calendar year.

 

c) Members transferring to the ORSSAR from other state societies shall pay no ORSSAR or chapter dues for the year in which their transfers are approved by the NSSAR provided they are members in good standing in their demitting societies at the times of transfer.

 

d) Chapter officers shall issue an authenticated NSSAR Membership Card to each member in good standing upon payment of that member’s total annual dues.

 

Section 5:  Expulsion or suspension of members:  The Board of Managers shall also have the power to drop from the roll the name of any enrolled member of the Society who shall fail to pay his annual dues for the up coming calendar year by the last day of December and who, on notice to pay the same, shall fail and neglect to do so within thirty days thereafter.  Upon being thus dropped, his membership shall cease and terminate, but he may be restored to membership at any time, by the Board of Managers on his application therefore, and upon his payment of such arrears and annual dues, as the Board of Managers deems proper.

 

Section 6:  Disposition of fees & dues:  All fees and dues collected by or on behalf of the ORSSAR shall be sent to the Treasurer who shall deposit them in ORSSAR bank accounts in accordance with Bylaw Seven above.

 

Section 7:  Membership fees and dues:  The Board of Managers may from time to time fix the amount and the time of payment fix the amount and the time of payment of an initiation fee; and the Board shall from time to time fix the annual dues.  Annual dues for the upcoming calendar year shall be payable by the last day of December or, in the case of a newly elected member, upon presentation, but any member who shall have been elected during the last two months of the calendar year shall not be required to pay the annual dues for that calendar year.

 

Section 8:  Life Membership:  This section establishes the “Oregon Society Life Membership Plan” (hereinafter called the PLAN).  The purpose of the plan is to raise and maintain the “Oregon Society Life Membership Fund” (hereinafter called the FUND) from payments by members admitted to the PLAN, and to use income from the FUND to pay such members’ annual dues during their lifetimes.  The FUND corpus shall be kept in a separate account, and shall not be mingled with other funds maintained by the ORSSAR except as provided herein.  The PLAN has the following features:

 

a) The Registrar shall administer the PLAN and the Treasurer shall administer the FUND under direction of the Board in accordance with other applicable provisions of these BYLAWS.

 

b) Enrollment in the PLAN is open to all members-in-good-standing.  Applications for admission to the PLAN, shall be made using the form as may be prescribed from time-to-time by the Board.

 

c) The enrollment fee for the PLAN shall be as prescribed from time-to-time by the Board.  Schedules of such fees shall be printed on the application form.  Enrollment fees shall be preserved as the corpus of the FUND, and shall be invested in income-producing assets as directed by the Board.

 

d) Payment of annual dues from the Fund for a newly enrolled member will commence as follows:

 

(1) If enrollment is approved between December 31 and March 1, payment of dues shall commence in the current calendar year.

 

(2) If enrollment is approved between February 28/29 and January 1, payment of dues shall commence in the following calendar year.

 

e) Within thirty days after the last day of February each year, the Registrar shall compile and send to the Treasurer a roster of enrolled members as of the last day of February.  The Treasurer shall transfer from the FUND to ORSSAR operating funds earned income sufficient to pay the annual dues of those members enrolled in the PLAN.  The Treasurer shall thereafter draw a check on operating funds to each Chapter covering Chapter dues for each Chapter member enrolled in the PLAN.  Income earned by the FUND in excess of that required to pay annual dues of enrolled members in the PLAN shall be added to the corpus of the FUND.

 

 f) If, at the end of February in any year, there is insufficient income from the FUND to meet the requirements of Subsection e) above, the ORSSAR shall accept the total income available from the preceding twelve months as full payment of enrolled members’ dues then payable.  In subsequent years, any income earned in excess of that year’s enrolled member dues shall be applied against deficiencies from prior years until all such deficiencies are liquidated.

 

g) Upon death of an enrolled member in the PLAN his name shall be removed from the FUND’s rolls and payment of annual dues for such deceased member shall cease.  The monies remaining in the member’s account, if any, shall revert to and be retained by the ORSSAR. 

 

h) In event this section is repealed, payment of dues for enrolled members shall continue until all enrolled members are deceased.  Thereupon, all assets of the FUND shall be transferred to the ORSSAR operating funds.
