The Franklin Flyer award will be presented at the Annual Congress to the State Society who has recruited the most Friends of the SAR Library (FOL) members as compared to that State's total SAR membership as of the December 31st membership report. This award period runs from January 1 to December 31st of the previous calendar year.

Any SAR chapter or State Society that becomes a FOL member will be counted as the equivalent of one (1) new individual member.

To the Society with a total of 500 members or more a cash award of $200 and a flag streamer and certificate will be awarded.

To the Society with a total of 499 or less a cash award of $100 and a flag streamer and certificate will be awarded.

This flag streamer is called the Franklin Flyer in honor of Ben Franklin. The first award will be presented at the 2009 Congress in Atlanta Georgia.
