NSSAR Committees and Programs
The following list are the various National SAR Committees and the Programs of
the National Society. Some of the Committees listed have addition information
available on other web pages, which can be accessed by clicking on the Committee name.
The information provided is designed to assist a Chapter or State Society to read, present,
and help to promote the ideas of the SAR to the general public.
Any of the information provided can be used by SAR Members, Chapters and State
Societies for the betterment of the NSSAR and it's programs.

Committees and Programs 2005 - 2006
Americanism Committee
Responsible for organizing and directing the National Society's efforts to promote
the principles of freedom and liberty for all Americans. Disseminates
NSSAR resolutions and information relating to the Declaration of Independence,
Constitution and the Bill of Rights. Also, responsible for promoting
the observance of National Allegiance Sunday. Judges the Allene Wilson
Groves award presented during the awards ceremony at the Annual National Congress.
In addition, the Committee is responsible for distributing information concerning
designated resolutions passed by the Annual National Congress.
Arthur M. King Eagle Scout Committee
Supervises and promotes Eagle Scout Awards Program. Maintains continuing
liaison with the leadership of Boy Scouts of America organization.
Budget Committee
Determines current budget and submits tentative budgets for several years in advance.
Reports to the Executive Committee and President General through the Treasurer General.

Building Committee
To identify and develop funding sources and to provide guidance on the development
of new and existing NSSAR building facilities.
Bylaws Committee
Review and analyse proposed Bylaw amendments and new Bylaws for form, content,
and possible conflicts with the Constitution or other Bylaws; suggest revisions
where appropriate; maintain a continuing survey of the bylaws to insure consistency
with other Bylaws and the Constitution; and to make recommendations to the Annual
Congress concerning proposed amendments, new Bylaws, Bylaws that may conflict
with other Bylaws, and Bylaws that have become obsolete. Also responsible
for receiving resolutions from State Societies and Chapters and presenting them
in the proper form to be voted upon at the National Congress.
Capital Development
CAR Committee
Maintains relations with NSCAR and officers. Strives to insure that
all organizational levels of SAR support NSCAR programs. SAR attendance
at NSCAR functions should be priority.
Carl Bessent Communications Committee
Oversees composition, content, publication, and finances of all SAR publications
and public relations.
Chaplains Committee
Consider and make recommendations to the PG and the Executive Committee concerning
all religious activities of SAR; play a major role in the annual Memorial Serivice,
communication with wives of deceased members, contact and follow up with the
progress of Compatriots suffering a serious illness or injury while attending a
Trustees meeting or Annual Congress. When disaster, such as fire, explosion,
hurricane, September 11, etc., strikes a community in which there is an SAR chapter,
determine whether any members has suffered severe injury or loss, and to report
such findings to the PG who shall forthwith report them to the Executive Committee
with recommendations.
Color Guard Committee
Responsible for all coordinating and providing guidance to district, State and Chapter
Color Guard groups. This is a very large committee, and may be subdivided
into geographic groups on the recommendation of the chairman. The members
of this committee may elect their own chairman annually and may re-elect their
current officers as they feel appropriate.
Congress Planning Committee
Assists host State Societies in planning current and future Congresses.
Receives invitations from Societies fo hosting future Congresses.
Reviews guidelines and inspects Congress facilities. Makes recommendations
on future Congresses to National Trustees and Congress delegates.
Responsible for registration credentials for each Congress.
Congressional and Government Relations Committee
Identifies SAR members employed at all Federal Levels and works to stimulate interest
and involvement in Society activities. Seeks appropriate and approved
involvement by the Society with Committee organized by Congress or the Executive Branch.
Council of Presidents General
Responsible for providing advise and counsel to the President General on NSSAR
matters. The Committee membership consists of a maximum of twelve (12)
active Former Presidents General. The Chairman is appointed by the incumbent
President General.
Council of State Presidents
Responsible for selecting four members of the National Nominating Committee from
it's membership of active State Society Presidents. The Council consists
of the Vice President, and immediate Past President of each State Society.
The Chairman is the President of the host society for the previous Congress.
The Council is adivisory and hosts the annual State and Chapter Presidents seminar
that is held during the Spring National Trustee's Meeting. The main meeting
of the Council is held annually at the National Congress. The Secretary/Treasurer
are elected each year by the Council at the National Congress.
Council of Vice President Generals
Responsible for providing advice and council to the President General and assisting
the President General VPG coordinator in arranging visits to the Districts and
State Societies. Also, responsible for coordinating and arranging an
incoming State and Chapter President's seminar at the Spring National Trustees meeting.
DAR Liaison Committee
Establishes and maintains support through contact with DAR at all levels.
Promotes mutual understanding, assists with common problems and cooperates with
DAR whenever and wherever possible.
DNA Sub-committee
Ethics Committee
The Ethics Committee shall have the responsibility and authority to investigate
any violations of the protocols developed for the conduct of elections and operations
of the Society. Their investigations may be instituted by written complaint
or by information brought to the attention of the chairman or any member of this
committee. The Ethics Committee may hold hearings and take testimony
with relation to such complaints. At the conclusion of any investigation,
the committee may take such action as it deems necessary, including, but not limited
to private or public admonishment by the committee and/or it may recommend other
disciplinary action to the President General and/or the NSSAR Executive Committee.
In the event of public admonishment or recommendation for disciplinary action by
the President General and/or the Executive Committee, the Ethics Committee shall
make its findings public.
Facilities Committee
Oversees and maintains building and grounds of National Headquarters.
Monitors all alterations. Requests funds in annual budget to keep the
facilities in proper condition. Develops long-term plans and advises
on management of real property concerns.
Finance Committee
An oversight committee concerning financial operations of NSSAR. Evaluates
all financial proposals, existing financial programs and reports findings and recommendations
to the President General and the Executive Committee. Bylaw No. 18, Section 1(c).
Flag Committee
Encourages patriotic respect for the flag of the United States. Promotes
Flag Day Programs for the week ending June 14th each year. Identifies
resources on the history of the U.S. Flag for use by State Societies.
Judges Furlong Award for presentation at the Annual Congress.
Genealogy Committee
Reviews genealogical procedures and applications for membership to insure that there
is reasonable evidence that applicants are eligible for membership.
Recommends methods of search for a prospect to follow where proof is missing on
any essential fact. At Trustees Meeting, reviews all pending applications
over six months old and recommends course of action for each. Conducts
Workshop on genealogical sources and Procedures at the Annual Congress.
George Washington Endowment Funds Board
Conducts fund raising program to provide financial support for unfunded and underfunded
National Committee activities. Reviews requests for funds and recommends
allocation of available monies.
GWEFB Distribution Committee

Handbook Committee
Reviews, revises and compiles SAR Handbook and Procedures Manual in accordance with
policy approved by the Executive Committee for consideration prior to implementation.

Historic Celebrations Committee
Preserves, marks amd interprets historic sites and buildings. Makes recommendations
to National, State Societies and Local Chapters as appropiate. Monitors
and participates in special historic celebration events.
History Committee
Directs the historical programs of the National Society through coordination
with the Historian General and the Education Director. Responsible for periodically
writing the History of the National Society Sons of the Revolution.
Archives of Honor. All Compatriots are encouraged to complete the Compatriots'
Military Service Record, attach a copy of your separation papers (DD214 or equivalent)
and any memorable accounts you may wish to include. Upon completion please forward
to the Archives of Honor, NSSAR Headquarters, 1000 South Fourth Street, Louisville,
KY 40203-3208. These records will be maintained in the SAR Library and released only
to the submitting Compatriot until his death. Military Records are also sought for
deceased SAR members.
The Compatriots Military Service Archives were formerly named the Ira Hobart Evans
Archives. The archive name was changed to "Archives of Honor" to honor the five SAR
Medal of Honor recipients as well as the military service of all compatriots.
Minnesota Society Stephen Taylor Award. This award is presented at Congress
to the compatriot who by research and writings has made a significant contribution
to the preservation of the history of the American Revolution era, and its patriots.
The National Society Historian General determines the winner. Submission of research
and writings should be submitted to the Historian General no later than May 1 for
consideration at the following Congress.
SAR Museum. Works in coordination with the Museum Board and Education Director
in the development and acquiring of permanent and traveling exhibits.
Hospitality and Music Committee
Explores and implements ways in which all SAR functions can be more hospitable to
members and guests. Identifies music suitable for use in programs and
ceremonies fo SAR at all levels, including public appearances. Identifies
musical talent within our organization for possible use at Congress and Trustees
Meetings. Researches music used during Revolutionary period.
Independent Audit
The Independent Audit Committee shall be the oversight committee of the NSSAR in
which all financial and accounting activities are subject to audit, review and
monitoring. The primary duties of the Independent Audit Committee shall
be to recommend, subject to ratification by the Board of Trustees, an outside independent
auditing firm composed of Certified Public Accountants which will conduct the annual
independent audit for the National Society and to review the findings of said audit;
to provide and present to the NSSAR Board of Trustees the results of said annual
audit; and, where appropriate, make recommendations for the approval of the Board
of Trustees; and to conduct specified quarterly meetings to review and evaluate
the unaudited financial statements and position of the National Society and report
their findings to the President General and the Executive Committee.
Information Technology Committee
Considers, plans, impliments, assist and trains as needed to satisfy NSSAR needs
related to information technology so as to provide and maintain efficient and cost
effective internal and external information acquisition, processing and dissemination
operations. The Board consists of two committees: the Internal
Systems Committee and the Internet/intranet (world-wide-web) Committee.
The Board reports all findings and recomendations to the Secretary-General.
Information Technology Internal System Sub-Committee
Works with Headquarters staff to develop and optimize the information technology
systems at National Headquarters and the flow of information between National
Headquarters and other SAR entities (officers, Committees, State Societies and
Chapters).
Information Technology Web Sub-Committee
Insurance Committee
Annually analyze the insurance needs of the Society, and existing coverage, and
to make recommendations on insurance coverage; to provide insurance counsel to
the Society.
Internal Affairs Committee
Special Committee which serves the President General upon request and reports directly
to the President General upon completion of assignment.
Investment Committee
This committee will continue to serve in an advisory capacity to the President General,
Treasurer General, SAR Foundation, SAR Executive Committee, and NSSAR Finance Committee
on matters concerning the investment of all NSSAR Endowment Funds.
Joseph S. Rumbaugh Historial Oration Committee
Plans, promotes, supervises, and conducts the Annual NSSAR Oration Contest at Congress.
Knight Essay Contest Committee
Promotes, supervises, and conducts Annual NSSAR Essay Contest.
Legal Advisory Committee
Provide forum for discussion of legal problems/issues affecting the Society as well
as assistance to the Chancellor General in his serivce to the Society, also advisor
to Bylaws Committee: Resolutions subcommittee is responsible for receiving
resolutions from State Societies, Chapters and National Committees, editing them
and presenting them in proper form for consideration by the delegates at the annual
National Congress, as well as consideration by the Trustees at a regular meeting when requested.
Library Committee
Take a leading role in the Society's capital campaign to fund expansion of the
facililties. Serves as the advisory body to Librarian General in the
performance of the duties imposed upon him by the bylaws; develops long-range plans
for the library; recommends procedures and policies governing the library; recommends
an operating budget to the Budget Committee; coordinates the development and approval
of the current year's operational activities, including the acquistion of books
and materials, physical assets.
Lineage Research Workshop Committee
Prepares instructional material and conducts lineage research classes where appropriate.
Supplies lesson plans and handout material to instructors for use in conducting
classes in family history and requirements for membership in hereditary and patriotic
organizations.
Master of Ceremonies Committee
Gives dignity, elegance and wit to major events of Society's ceremonies.
Medals and Awards
Periodically review medals, certificates and other awards and makes recommendations
to the appropriate body for improvements. Considers and recommends new
medals or awards when appropriate. Reviews recommendations for Gold
Good Citizenship Medals and reports to the Executive Committee. Judges
the following awards to be presented at Congress: President General's
Cup, Tarbox and Pryor Awards.
Medical Advisory Committee
Sponsors, recommends, and provides reports on health care ass related to SAR members.
Current health conditions and health care programs are presented at the Annual Congress.
Membership Committee
Combines new member applications, member retention and member reinstatement in its
work plan. Increasing membership is its primary goal. A manual
for finding, enrolling and keeping members has been developed as a work product.
Goals (TBD) will be set for Chapters, States, Districts and areas outside of the
Continental United States. (CONUS) Vice-Presidents General and State
Presidents will be members, ex-officio, of this committee. A final report
will enumerate how each Chapter, State and District and area outside of CONUS met
the goals. Certificates will be awarded to those who meet or exceed goals.
Merchandise Committee
Supervises operations of Merchandise Department, evaluating quality, price, and
inventory. Promotes and publicizes merchandise offered and regularly
monitors distribution of goods to other levels of the Society. Should
be overall profitable operation.
Minuteman Award Committee
Reviews applications for Minuteman Award and selects up to six recipients each year.
Announce selections to the National Trustees at the February/March Meeting.
Museum Board
Supervises operation of the Museum at National Headquarters. Responsible
for acquiring and displaying Revolutionary War Period artifacts in the Museum.
Promotes docent program and visitations to National Headquarters. Bylaw
No. 18, Section 6.
National Park Service Committee
Responsible for supporting the National Park Service's efforts to maintain the
historical integrity of Revolutionary War and War of 1812 sites. Also,
participate in future historic preservation study strategy meetings called by the
National Park Service. The purpose of this effort is to encourage historical
research in relation to the American Revolution; to acquire and preserve records
of the individual services of the patriots of the war, as well as documents, relics
and landmarks; to mark the scenes of the Revolution by appropriate memorials and
to celebrate the anniversaries of prominent events of the war and of the Revolutionary
period.
Newsletters and Periodicals
Creates, maintains and communicates to State Societies and Chapters programs for
upgrading and improving newsletters and periodic publications. Holds a
workshop at each Annual Congress. Judges the following awards to be presented
at Congress: Bessent, Flathers, Woodward, and Smallwood.
Nominating Committee
Meets, considers candidates, and makes selections selections for General Offices
within the Society. Meets at February/March National Trustees Meeting.

Partners in Patriotism
Patriotic Education Committee
Responsible for the development of programs to preserve the traditional teaching
of U.S. History in textbooks and in the classroom as well as for providing guidance
and counsel to State Societies and Chapters in the implememtation fo these programs.
Patriots Committee
The purpose of the committee is to prepare information for publication of the SAR
Patriots records in books, compact disk (CD-Rom), and other media.
Protocol Committee
Public Relations / Promotions Projects Committee
Responsible for the preparation of press relations, announcements and the like describing
NSSAR programs and ceremonies for distribution to newspapers, magazines, radio and
television. Also, responsible for providing guidance and assistance to
State Societies in publicizing their events. Also, responsible for seeking
a creative means of conveying the aims, purposes and benefits of NSSAR to the American
public.
Public Service and Heroism Committee
Responsible for promoting and conducting fire,safety and law enforcement programs
designed to protect human life and property. Also, responsible for oversight
of a commendation program designed to recognize those engaged in fire,safety and
police work and who risk their lives to preserve and protect the general public.
Recruit Notable Members & Identify Notable Patriots
This committee shall elevate awareness that Americans of all races and genders
supported our Nation's struggle for liberty and independence. The committee
shall endeavor to maintain a roster of Black, Indian or female Patriots and a roster
of SAR Compatriots who descended from same. The committee will also
endeavor to identify and recruit notable new members who would enhance the reputation
of the SAR by their membership. The committee will assist with the genealogy.
The committee shall serve as the SAR's liaison with other organizations that are
dedicated to honoring and remembering the Revolutionary War contributions of Black,
Indian and female Patriots.
Reenactors Committee
Resolutions Committee
Receives Resolutions from Chapters and State Societies, edits them and presents
them in proper form for vote to the delegates at the Annual Congress.
Revolutionary War Committee
This committee will facilitate and coordinate all activities of the SAR with respect
to the commemoration and recognition of the 225th Anniversary of the American Revolution.
Revolutionary War Graves Committee
Continues to register final resting places of patriot forefathers. Makes
plans for NSSAR to publish listings of the graves of the patriots.
ROTC/JROTC/Service Academies
Responsible for the oversight of State Society ROTC/JROTC programs, stressing SAR
support for every ROTC and JROTC unit in existence. Also, responsible
for conducting the National Society's ROTC/JROTC program and selecting the winner
of the National Society's award to the most outstanding ROTC Cadet and JROTC Cadet.
Speakers and Writers Bureau Committee
The mission of this committee is to provide a pool of qualified writers and speakers
that are available to promote the goals of the National Society through the written
and spoken word.
Special Projects
Strategic Planning
Responsible for reviewing NSSAR programs, evaluating National Society needs and
makes recommendations to the Executive Committee on its findings. This
committee has no responsibility for National Society financial programs.
Task Force to Create and Improved Induction Process
This task force will create a completely new membership induction process that will
teach the prospective member the value of lifelong SAR membership.
Task Force to Create Ideas for Defining the SAR
To solicit ideas from members on ways to "revitalize", "rejuvinate", or "redefine"
The Sons of the American Revolution.
Task Force to Develop Outreach Support
This task force is charged with contacting every member and sharing information
about the value of SAR membership to the nation and asking his support for current
and future educational outreach programs targeting the general public.
Task Force to Prepare Grant Requests
Task Force For Rewriting Constitution and Bylaws
This ad hoc task force will function during 2005-06 and submit its work product
to the NSSAR after the Dallas Congress and before fall Trustees meeting in 2006.
Our Constitution and Bylaws have become an inconsistent patchwork since the last
rewrite. The task force's goal is to create self-consistent documents
having less ambiguous language and improved format. The task force must
consult with the Bylaws and Legal Advisory Committees whenever it thinks their new
language may change meaning of a provision as opposed to clarifying or removing
conflicts. Proposing changes in law is the function of this effort.
The Treaty of Paris
To keep American and French SAR advised concerning the Celebration of the Treaty of Paris this February.
U. S. Stamps Committee
Promote issuance of commemorative stamps relating to Revolutionary War history, events and patriots.
Veterans Committee
Encourages Chapters and State Societies to conduct formal veterans program, making
visitations to patients in VA hospitals, and rendering beneficial services.
Judges USS Stark Award for presentation at Congress.
Web Education Committee
Develop education website to improve public understanding of the American Revolution
with reliable and comprehensive historical information and with positive and constructive elements.
W3R Liaison Committee
Young Members Committee
Responsible for providing growth opportunities for future leaders of SAR.
Also, responsible for acquiring books from all periods of literature by donation
from SAR members and their friends. Committee members will review the
books donated for possible retention by the library. Those books not
selected will be sold to SAR members at the Spring and Fall National Trustees meetings.
The money derived from the sale of the books will be retained by the Committee to
underwrite Committee projects.
